I can not speak to fenksom, searched the entire map, retskulov gone. Can there be any console command to fix the situation?

That means not all retskulov killed their 20-Tb on the map. Try a spirit helper, pressing Ctrl + H. If you do not help, then the console command:
data (). kill_wasser = 20
After that you can talk to Phoenix. But I would recommend to find all retskulov.

first think first, only cause of the patch Ive learn Russian...
second where can I find the Qicw rifle, and also where can I find the law 10/RPG-10 rocket lunchers?
I've played for 50 hours and only found only the RPG missle

OICW rifle added only in Russian patch for the game. LAW of the game is missing.

I'm playing with the Russian patch
deflinger 7.4 and freedom mode, I have A lot of Grenade ammunition to the rifle yet he rifle it's self missing....also I found the RPG-7/law10 rockets, but not the lunchers is missing,at list I cant find them, I wonder where are they :-)
another thing: is I got 1 of each small/big backpacks..are there more? for sale/or to find, I found them very usfull

OICW can only buy, but there is only the end of the game and randomly. May not appear. If you want, you can use the console command:
objects.create_item_in_inventory ("ALTER_EGO", ["SET_OICW"])
This adds the OICW to inventory your character. You can also add and RPG, but not sure that will work fine.
